Jay in my 9.2 for linux there is no $ORACLE_HOME/nls, don 't you mean
$ORACLE_HOME/ocommon/nls.
If it is $ORACLE_HOME/ocommon/nls to my best knowled you can use the
files from another installation
of Oracle but it has to be the same version and patch level down to the
last digest
